CLAN SECESSION AND TERRITORIAL WARFARE RULES



In order to keep in-RP political relations interesting, yet at the same time fair and balanced, we have constructed a few simple guidelines to follow when conducting in-RP political maneuvers. Specifically in regards to Banner-Clans seceding from their allies, or Clans making territorial grabs into other regions. These guidelines are to be followed along with all other rules that are in place on the site. These rules apply to all in-RP political situations regardless of number of combatants.

CLAN MILITARY STRENGTH



All Clans have a rating known as Clan Military Strength (CMS), which is a calculated value of how powerful and influential said clan is within their particular country. This statistic is derived from several different variables, influenced heavily by the number of Player characters in the Clan, and their individual power levels. The formula for CMS is calculated as follows, with each Player being worth 10 points before Rank Modifier:

CMS = 100 x (10 x Rank Modifier) + Upgrade Bonus | This formula should be used for each Player Character in a clan. The totals are then added up, rounding down to multiples of 100 for the total CMS.

Rank Modifiers:

  • Student (x1)
  • Genin (x1.5)
  • Chuunin (x2)
  • Jounin (x3)
  • Elite Jounin (x3.5)
  • Sennin (x4)
  • Shuchō (x5)


This rating is used to determine both the Offensive and Defensive capabilities of a Clan, and can be further modified via the purchase of various upgrades which can be acquired via the Clan’s Resource Pool. This Pool is a bank contributed to by the members of the clan as they earn Resource Points for completing missions and making IC posts. Once a player feels that they have earned enough Resources to make a contribution, they may ask a member of the staff to remove those funds from their account and deposit it in their Clan's Resource Pool. Any upgrade that is noted as being usable in only 1 battle, will be lost at the conclusion of the fight and must be repurchased at a later date. You may only purchase them once per battle, NO STOCKPILING.

TERRITORIAL WARFARE RULES


Once a Clan's CMS value is known, it may then choose to engage in a power play for additional territory. A Clan may initiate a territorial conflict at any time, provided that certain conditions are met beforehand. These conditions are in place in order to minimize the number of conflicts the staff are required to manage at one time, as well as give the players a bit of breathing room between battles. Those conditions are:

  • The challenging Clan must have an Offensive CMS value greater than or equal to (Target Clan's Defensive CMS value -1000) after any upgrades modifiers are applied.
  • The head of the Clan going on the offensive must challenge the head of their target Clan to a team battle.
  • Both sides must then agree to a certain number of PC participants, who will then engage in a team RP battle for a predetermined amount of territory.
  • The maximum amount of territory to be wagered can not exceed 50% of the challenged Clan's available land mass.
  • The challenge, teams, and territorial wagers must be approved by an Administrator prior to the battle.


Clans may form alliances and pool CMS Ratings, but the maximum bonus they can receive from this is half (50%) the current CMS value of the secondary Clan(s) in the alliance. This is automatically assumed to be the case when calculating the total CMS for a Banner/Country's armed forces. Should an alliance engage in a land-grab operation, any awarded territory must be split evenly between the members of the alliance.

No matter who wins or loses the fight however, all participating Clans’ CMS total will be decreased by a fixed amount for participating in a border conflict.

  • The losing Clan(s) will have their Current Military Strength (either Offensive or Defensive, whichever was used) decreased by 50%, with a minimum remaining value of their PC Military Value, or 500 points, whichever is higher.
  • The winning Clan(s) will lose an amount of points equal to 25% of their current total (either Offensive or Defensive, whichever was used), with a minimum value of their PC Military Value.
  • In the event that one member of an alliance is defeated, but their team still wins the match, they will only lose 25% of their points as if they'd been victorious.

SECESSION RULES



Banner-Clans may attempt to break away from their masters and form their own banner, but only if certain conditions are met. For the most part the conditions are the same as those for a territorial conflict, with the following additions:

  • Any decision to secede from a Banner must be voted upon and agreed to by the majority of the members within the Clan. This vote must be ratified by a member of the staff via either the IRC(Chat) or PM
  • Players with a character on both sides of the conflict may only participate with one of their characters.
  • Any character not wishing to secede with the rest of their clan must get permission from both their Shuchō and a member of the staff to remain active within their current Banner. If they cannot get permission from both parties then they will be considered a Missing-nin and forced to become a rogue ninja.
